i reckon ebay should be a bit more vocal about scammers and their tactics, and perhaps deal a bit better in preventing dodgy account setups.

I don't know, I've had nothing but reasonable experiences with close to 700 transactions. I have bought from Netherlands and I'm in the states and that was an Arp2600. Came as advertised, paid for serious shipping insurance and all in all, the seller was a great bloke.

I have always utilized Paypal's service for resolution (i.e. report it not received) and typically within 24 hours of doing so I either get the ship notification and the subsequent item or a prompt refund (less than a dozen times there...mostly items shipped...people were being lazy).

It's always buyer beware...
