Decrease? Nah! I've studied the current processors and it seems that on 32-bit programs on 32-bit Windows the basic Athlon64 is only slighty faster than the fastest P4. The reason why the differences are so small is that the 64-bit Windows is still on beta stage and there aren't many 64-bit programs around yet.
But the truth is that there's no point in investing 32-bit system anymore. It would just get outdated fast when the 64-bit software comes.
