For self builders an Intel Core 2 quad-core 2.4GHz CPU is £150, which is great value. Hard-drives are so cheap, too. My bro just bought a laptop for £400 (Toshiba A200-1VO), and I was really worried how it would cope with Vista as it had integrated graphics (they all are at that price-point), but I was really very impressed. It's never been so good for consumers.
