Kim Jong Il? Discuss in a constructive spirit? Haha! Can just see it:

"Yes, you're right. My family has subjected this country to a brutal totalitarian regime since 1953, starving its population and enforcing the most joyless existance imaginable for those left. OK. I'd like to have open, multilateral relations with the nations of the world. Do you think I can still keep my little cottage by the lake and a bit of land to grow rice and not have to go to that awful Court of Human Rights place or be put under arrest?"

Hey, North Korean people love their leader - And why wouldn't they, afterall he has superhuman merits and qualities unimaginable for an ordinary man. According to the North Korean press, he even controls the weather.

But really, I don't think no-one is getting anywhere if the discussions consists of two alternatively repeated phrases: "You can't have a nuclear weapon" and "Yes we can have a nuclear weapon".

No, of course not. But the cold war really did exist and our Soviet mates really did roll into Eastern Europe and would have gone further had it not been for our American friends.
Serious doubts began to arise about the intentions of the US with Vietnam, and the unilateralist approach of successive Republican White Houses toward foreign policy has undoubtedly smacked very much of imperialism, winning little sympathy amongst the intellectual left in Europe.
However, for all Uncle Sam's faults, I agree with Alex. N Korea can't even feed its own people, sustain an economy, or even let the poor bastards download cracked soft synths. The priorities of that regime are to keep the powerful in power and the filthy proletariat in the dirt. Capitalism may do the same, but at least we can leave if we want. No, I wouldn't let them have nuclear weapons. Nor Iran.

Soviet Union wasa bit different caliber nation than North Korea.

Of course it's a threat for the West that North Korea has a nuclear weapon due the total instability and corruption of the country. But it's silly if someone thinks that North Korea gives up the nuclear weapon if it's oppressed with economic sanctions and threatened with military actions. Afterall North Korea resigned from the IAEA anti-nuclear weapon pact due that West refused to communicate with the NK. It seems like West didn't believe that NK was serious when it informed of the nuclear program and now when it's all reality the West still refuses to understand the simple rules of the game: As long as NK is ignored and threatened with all sorts of sanctions, they continue their pompous actions.

West really treats NK like it's a puny harmless colony that can be forced to anything by threatening. The longer this colonial attitude is kept on, the nearer the shit is the fan. What I mean by constructive meeting is that West would start comunicating with NK to find out what is this all about. Now even China is worried on the NK's situation and is leaning towards UN instead of supporting NK 100%. That gives even better base for good constructive meeting.
