It's the mod wheel. You could assign the mod wheel to control lot of parameters (cutoff, rez, env, lfo, pan, efx, eq, saturation etc)
The way you assign the modwheel is by going to mod matrix, choose Mod wheel as source, destination as whatever you want to control (cutoff), then choose the amount to control.
