If you develop your siren patch and get a realistic result, I'd love to know about the patch. I can't recall the last time I actually heard a siren of the kind I think you mean - probably on some episode of Dad's Army - but it's been interesting to consider how my brain has stored the sonic memory. One thing that I can't quite nail is that I think the archetypal siren sound in there seems to have two or more fundamental pitches, perhaps generated by two different fan arrangements in the physical device. This would suggest detuning oscillators to a significant interval, but you'd still want to distort all the harmonics to stop your siren sounding too musical, and you'd probably want to avoid a full diatonic interval in the first place - perhaps tricky on a 12-semitone based system.
