You load up a VST compressor on the track you want to pump (pads for example).then you "sidechain" that Vst compressor to the track with the Percussion (Drums) on it.and then adjust the compressor till you get the sound your looking for.That in and out or up and down pumping sound  funny you should mention it,were using it for a house remix at the moment.....

With hardware (or reason which works the same way cos of its wiring) then you would do exactly that (kick->sidechain) if you want to keep the pad feed to the mixer separate. short attack, short release, tweak the ratio, threshold etc until you get the level of what you want - then go back and tweak attack and release to contour the pad sound in the way you want.
