Sorry but I dont follow rules such as these.
I usualy do level balancing at the recording\writing stage.
Later while starting to mix i do the followings:
1.Compress if needed.
2.Correct the levels.
3.EQ.
4.Pan
5.Redo correction of levels if needed (but i usualy compensate eq gain lost on the eq plugins themselves).

Check if the mix translated well on other systems,
If not I keep a notebook where I write down what needs to be changed\fixed and go back to start.
I belive owning better monitors and treated room could save me alot of time (which i have tons of accualy...) and be able to do much accurate eqing. (saving up for a pair of Dynaudios as i speak)
