As I said: Add a Rack-Instrument. Cubase will not create any MIDI tracks for that, but it will insert a Rack Instrument automation track and an audio track.

If you don't know how to add a Rack-Instrument, please refer to the Cubase manual. I'm using Cubase 9.5 in German, and it's pretty impossible to give you step by step instructions for an older version in English.
